The construction of Hanghui Building is based on the framework agreement signed by the East China Civil Aviation Administration and the Municipal Development and Reform Commission on behalf of the Civil Aviation Administration and the Shanghai Municipal Government in 2008, expressing the concept of building the Shanghai Longhua Aviation Service Agglomeration Area in the strategic cooperation agreement between the East China Civil Aviation Administration and the Xuhui District Government. According to the overall regional plan, the Longhua Aviation Service Industry Agglomeration Zone consists of two parts: the Shanghai Aircraft Airworthiness Certification Center and the International Aviation Service Industry Center. This project is the Shanghai Aircraft Airworthiness Certification Center project and belongs to Longhua Airport.

The Hanghui Building is located on the W-1 plot within the core area of WS5 unit in the southern extension of Huangpu River in Xuhui District. The 7.2-hectare plot of land is reserved for construction and development by the Civil Aviation Administration of China. According to the approved planning requirements, Xuhui District has cooperated with the Civil Aviation East China Bureau to promote the adjustment and upgrading of the functional layout of Longhua Airport, and jointly create a functional area where the three major industries of aviation, culture, and finance complement each other.

The project is located on the Xuhui Binjiang plot, which is one of the areas with great development potential in Shanghai. In the future, it will move forward in parallel with the future development of the Expo Zone and promote cross-strait linkage. From positioning goals, scale to construction management level, it will reach the international advanced level, forming a new central business district.
